A Memorandum of Understanding (MoU) has been signed between the “Enterprise Azerbaijan” portal, operated by the Center for Analysis of Economic Reforms and Communication (CAERC), and the company “Licorne Gulf Qatar.”
The memorandum envisions supporting startups in accessing international investment sources, promoting the application of green technologies and digital solutions, developing innovation and entrepreneurship ecosystems, as well as implementing other joint initiatives and expanding opportunities for strategic partnerships.

The MoU was signed by Isa Gasimov, Head of the “Enterprise Azerbaijan” portal operated by CAERC, and Irina Duisimbekova, President and Co-founder of “Licorne Gulf Qatar.”
The “Enterprise Azerbaijan” portal was established by the Decree of the President of the Republic of Azerbaijan, Ilham Aliyev, dated September 19, 2018. The main objective of the portal is to increase the country’s investment attractiveness and create opportunities for the use of alternative financing sources for economic development.
“Licorne Gulf Qatar” is part of “Licorne Gulf Holding.” Operating for 27 years in Saudi Arabia, Bahrain, and Qatar, “Licorne Gulf” — under the leadership of Irina Duisimbekova and Alexandre Katrangi — is known for its significant financial contributions to European football and its investments in industrial projects across the Gulf region. These projects are implemented in partnership with “CAC40” and “Fortune 500” companies. The holding is renowned for its influence among royal families and prominent family businesses, facilitating large-scale operations through complex networks and strategic alliances.
